History

Baloagan is one of the thirty-three barangays which comprises the Municipality of Bula.  It is   approximately 6.5 kilometers from the town proper and could be reached by land and water transportation.  The people are religious, hard-working, peace-loving, and most of all, cooperative.  Their main source of living are farming and fishing.  Though, majority of them belongto middle bracket in economic status, yet, their concern for education is something to be proud of.  This is the very reason which moved them to work together  for the opening of a barangay high school.

 

On June 14, 1976, through the joint efforts of Mrs. Claudia M. Dimasayao, Principal-I of Balaogan Elementary School, the barangay council headed by the Barangay Captain Ricardo Genio, and the people of this community, the secondary school  named Balaogan  High School was born, which is an answer to the project of the Late President Ferdinand E. Marcos to create secondary school in every barangay of the country in order to provide universal access to basic education and eradicate illiteracy.  The school started its first operation in the school year 1976-1977 with fifty-three (53) students and a lone teacher, the Late Juana N. Guaves, as the school head. Balaogan High School temporarily occupied some of the rooms of Balaogan Elementary School, and the Barangay Chapel. When enrolment increased, three teachers were added namely: Mrs. Felisa O. Fibre, Mr. Roman F.Oliver, and Mr. Dominador D. Ama.

 

With the desire of the Late Virginia N. Canet, Principal of Balaogan Elementary School, to let Balaogan High School live independently, she helped the Teacher-In-Charge, look for a lot donor, and fortunately, the Late Doña Restituta Galicia Hallare donated  a half hectare of lot. When her granddaughter was invited to be the guest speaker during a commencement exercises, Dr. Ramon G. Hallare, who was then with her, donated again another half hectare making the school site one hectare.  The Balaogan High School Family transferred then to the new school site, with four classrooms made of bamboo and nipa.  The school continued to survive  and achieved its goals with the full support of the Representative of the 4th Distrist of Camarines Sur, the Late Ciriaco “Boboy” R. Alfelor, the PTCA family, the faculty, students and the community, as well.

 

Presently, the school has eleven teachers, headed by Mrs. Rosalind D. Bersabe, Principal-I, and three hundred ninety-nine (399) students.  It has then, eight (8) classrooms, with comfort rooms, a stage, with multi-purpose pavement, a Home Economics building, a principal’s office, and a computer building with 21 units of computer and a laptop donated by the CICT.

School Profile

Balaogan National High School is a public secondary school headed by a principal and sixteen (16) teachers. Eleven (13) of which are in Teacher-I, one (1) Teacher-II and three (2) are in Teacher-III position. Eleven (11) teachers are holding advisory classes from Grade 7 to Grade 10. Five (5) are floating with special assignment. Classes are held eight (8) hours a day, which includes ground beautification and physical improvement. Students are having catechesis class scheduled every Monday and Thursday. First Wednesday Mass is being held every month.

 

The school is recipient of twenty (20) sets LCD type computer and one (1) laptop sponsored by the Central Bicol State University of Agriculture – Commission on Information and Communication Technology (CBSUA-CICT) as partners.

 

The school’s one (1) hectare area was donated by Doña Restituta Galicia Hallare, a certain philanthropist resident of Barangay Balaogan. 100 % concrete perimeter fence which was a three (3) year project from 2009- 2012 was  already accomplished.

 

The school has one (1) building for the principal’s office, one (1) computer building, one (1) Home Economics building, eight (8) school classrooms, a stage to be relocated, and a computer building – a project of Ex-Gov. Luis R. Villafuerte in the year 2005. It has one (1) renovated library whose renovation was part of the Project Smile sponsored by the Exempli Gracias, a non-profit non-government organization. It has also a 15 x 17 sq. m concrete pavement donated by the Local Government Unit (LGU) of Bula which is utilized for school related activities, likewise, a solar drier of the community.

 

Different kinds of fruit bearing trees planted by alumni, surround the campus. It has also a vegetable garden utilized by the TLE class.

Community Profile

A. Socio-Cultural

 

Majority of the people in Barangay Balaogan use Bicol Rinconada Dialect which is 70% - 15% uses Tagalog and 15% use Bicol. Beliefs and traditions abound in the place to preserve the rich culture of the local folks. Traditionally, the constituents celebrate the Feast of Saint Anthony Abad every January 16-17 to offer thanksgiving. Making the celebration colorful, the school and community showcase their talents and skills as they grace the streets of the barangay in the annual parade.

 

B. Political

 

Barangay Balaogan is headed by a Punong Barangay and eight (8) Sangguniang Barangay Members.  Other officials of the barangay are the Barangay Secretary and Treasurer, both are holding appointive positions.

C. Geo-Political

 

Barangay Balaogan is located more or less seven (7) kilometers from Poblacion proper of the Municipality of Bula, Camarines sur.  It is found along the National Highway in route to the Cities of Naga and Legaspi.  Public Utility Vehicles (PUV) such as jeepneys, buses, motor cycles, and tricycles are regularly plying the route.  Other means of transportation that help people’s mobilization are bicycles, padyak, and sledge.

 

Balaogan, with an area of 561.76 hectares won the title of the Model Barangay in the Search for Model Barangay 2004 in the Bicol Region.  It has also a newly asphalt overlaid road bound for Manila.

 

The terrain and geographic characteristic of Barangay Balaogan is basically classified as main land.  The type of soil found in this barangay is either loam or sandy and is therefore best suited for agricultural production.

 

 

D. Demography

 

Barangay Balaogan is 7.5 kms from the town proper. It has a total land area of 561.76 hectares with 590 households and a population of 3,244 per census of year 2000. The general topography of the barangay is plain. This is the reason why the school’s enrolment is increasing.

 

 

E. Economy

 

The major source of livelihood of residents in the barangay are farming and fishing because of its total land area which is devoted for agricultural production. Almost all of the household own the parcel of the land that they till. Other families are engaged in business. Some are professional with stable jobs. Some work abroad. There are also home industries in the barangay such as sawali and furniture making.

 

The barangay has scheduled market days – Thursdays and Sundays. There are also existing sari-sari stores where people buy their basic needs. There is also a bakery and a hardware store. The Botika sa Barangay is located at the Barangay Hall. Stores also sell over-the-counter medicines. The barangay is supplied with electricity by the CASURECO III.

 

The Balaoguenos are peace-loving people and are generally hard-working. Proof is, though the place is a typhoon belt, it is not a hindrance to farming and other agricultural means of livelihood. That is why most families send their children to school until college, to prepare them for another level of living.
